COMPANY HISTORY
The PELSA Company Inc., originally an acronym for Paraskewich Engineering and Land Surveying Associates, was founded in 1981 by Michael R. Paraskewich Sr., PLS with offices in Montchanin, Delaware and Elkton, Maryland. Prior to this Mr. Paraskewich was a partner in the firm, Govatas and Paraskewich Inc., a multidisciplinary engineering and surveying firm. In opening PELSA, Mr. Paraskewich’s focus was to create a land consulting firm that met the technical demands of the ever changing market while providing excellent service, specifically in the areas of deadlines and price points for projects throughout Delaware, Maryland and Pennsylvania. For the past 41 years, PELSA has become known, throughout the region, for maintaining the highest level of customer trust and satisfaction.
In 2011, John “Jack” E. Zebley, PLS, joined the PELSA team. Prior to this Mr. Zebley owned and operated Zebley and Associates Inc., with an emphasis on clients in New Castle County Delaware and Southeastern Pennsylvania, since 1975. As a member of PELSA, Mr. Zebley brought 56 years of experience along with over 90,000 project files. In early 2014, Mr. Zebley went into retirement.
In 2020, Pelsa Acquired The records of Dixie Line Surveys from owner Read Long, PLS Who retired around that time. Mr. Long’s Firm worked throughout the State of Delaware.
In 2022, Pelsa Acquired the records of Howard L Robertson INC. From Carmine Casper, PE. Casper operated HLR Inc with an emphasis on Engineering , Surveying and Planning. HLR Inc worked with clients in Delaware, Maryland and Southern Pennsylvania. The HLR Inc records date prior to 1934 and included our 100,000 projects over our 88 year history! Mr. Casper Retired in 2022 as both a professional engineer and land surveyor.
